In the early days of the American Episcopal Church, there weren’t a lot of bishops, so confirmation was a dead issue. It wobbled along both here and in England until the mid nineteenth century when a number of bishops picked it up enthusiastically.
At the recent meeting of the Governing Body of the Church in Wales, the Bench of Bishops in Wales distributed a letter to the representatives present. In the letter the bishops stated that starting with the first Sunday in Advent, anyone who has been baptized, regardless of their age or whether they have received confirmation, is welcome to receive communion in the parishes of the Church in Wales.
One might expect the answer to at least be a Finnish church. However, at the moment the fastest growing denomination in Finland is the Church of England. The CoE congregations in Finland are part of the Diocese in Europe.
